    Biopesticides, regulatory innovation and the regulatory state

    This article analyses regulatory innovation. It considers, in particular, how a regulatory environmental agency has been encouraged to innovate in the area of biopesticides. The literature on regulatory innovation is reviewed, the discussion situated within Moran's theory of the regulatory state. It considers to what extent innovation has occurred within the agency, looking at its proactive stance, and how unusually for a regulatory body it has negotiated new policy spaces in which to operate. The article looks at the contextual drivers and also the exogenous and endogenous pressures behind the innovation. It shows how the executive has intervened in order to promote more use of biopesticides and how pressure is also being exerted within the regulatory authority. By using the existing literature and empirical evidence a framework is outlined for explaining the likelihood of regulatory innovation occurring in regulatory agencies

    Crossing the interdisciplinary divide : political science and biological science

    This article argues that interdisciplinary collaboration can offer significant intellectual gains to political science in terms of methodological insights, questioning received assumptions and providing new perspectives on subject fields. Collaboration with natural scientists has been less common than collaboration with social scientists, but can be intellectually more rewarding. Interdisciplinary work with biological scientists can be especially valuable given the history of links between the two subjects and the similarity of some of the methodological challenges faced. The authors have been involved in two projects with biological scientists and this has led them critically to explore issues relating to the philosophy of science, in particular the similarities and differences between social and natural science, focusing on three issues: the problem of agency, the experimental research design and the individualistic fallacy. It is argued that interdisciplinary research can be fostered through shared understandings of what constitutes 'justified beliefs'. Political science can help natural scientists to understand a more sophisticated understanding of the policy process. Such research brings a number of practical challenges and the authors explain how they have sought to overcome them

    Improving the availability of biopesticides : an interdisciplinary research project

    There is a need for new, biologically-based crop protection products to serve as alternatives to or to complement synthetic chemical pesticides. An interdisciplinary research team from the natural and social sciences considered whether regulatory barriers were preventing more biopesticides reaching the market. The research coincided with a realisation by policy makers that more needed to be done to facilitate biopesticide registration, exemplified by the UK's Biopesticides Scheme. However, important differences remain between the UK and other countries such as the USA. Changes in regulatory arrangements need careful handling. The scientific work undertaken in the project provided a better understanding of the population biology of microbial control agents.     The reform of business representation in Britain 1970-1997

    Britain has a fragmented, overlapping and under-resourced system of business representation. Attempts at reform, however, have proved difficult and largely unsuccessful. The thesis investigates the reasons for this failure, with an emphasis throughout upon the rationalisation of association structures and the political and economic significance of reform. A coherent and logical system of business representation is relevant, both in terms of an effective dialogue between government and business, and the promotion of competitiveness and productivity. Dialogue will prove difficult whilst there is a confused system of associations. Evidence suggests, moreover, that better organised and resourced associations would assist the competitiveness of British industry. The main focus of the thesis is the Devlin Commission on Industrial and Commercial Representation. This was set up in January 1971 by the Confederation of British Industry (CBI) and the Association of British Chambers of Commerce (ABCC) and was an attempt to both modernise and rationalise Britain's system of business representation. It reported in November 1972 but its recommendations would prove controversial with business and no significant changes would result. Devlin, therefore, was both a disappointment and a lost opportunity. The thesis also looks at how the debate regarding effective business representation has continued from both a business and government perspective. The Heseltine initiatives of the 1990's would, for example, bring fresh impetus to the subject and produce, among other measures, a series of benchmarking exercises leading to the establishment of the Trade Association Forum (TAF). The twin challenges of globalisation and new technologies are providing a new stimulus to change, leading to the renewed prospect of progress towards a more effective system of business representation. It is, therefore, an appropriate time to review the efforts made thirty years ago, learn lessons from them, and link the earlier debate to more recent efforts to secure reform

    A novel behavioural INTErvention to REduce Sitting Time in older adults undergoing orthopaedic surgery (INTEREST):protocol for a randomised controlled feasibility study

    Abstract Background Osteoarthritis is a highly prevalent condition in older adults, that causes many sufferers to require a hip or knee replacement in order to improve their quality of life and reduce pain. Individuals waiting for hip or knee replacements are often highly sedentary; thus, it is pertinent to assess whether reducing their sedentariness prior to surgery may aid in improving post-operative outcomes. Methods/design The study will be a randomised controlled feasibility trial design, with 2:1 randomisation into an intervention and usual care group respectively. A target of 45 patients aged 60 years or older waiting for elective hip and knee replacements will be recruited from Russells Hall Hospital, Dudley, UK, approximately 8–10 weeks before surgery. The intervention, informed by Self-Determination Theory (SDT), will be composed of multiple behaviour change techniques, namely, motivational interviewing, feedback on current objectively measured sedentary behaviour and activity, goal-setting, environmental modification, self-monitoring, and social support. Assessments will occur at baseline, 1 week pre-surgery, and 6 weeks post-surgery. The primary outcome will be the feasibility of intervention delivery and of the trial procedures, assessed quantitatively based on rates of recruitment, retention, measures-completion, and intervention fidelity assessment, and with mixed-methods assessment of acceptability, practicality, adaption, satisfaction, and safety. Exploratory outcomes will include physical function, cardiometabolic biomarkers, measurement of SDT constructs, and both objective and subjective measurement of physical activity and sedentariness. The study will last up to 18 weeks per participant. No formal between-group comparisons are planned, but the variance in within-group changes and differences between groups in outcome measures will be explored and reported with 95% confidence intervals. Discussion This is the first study assessing the feasibility of an intervention to reduce sedentary behaviour in older adults with mobility limitations, and the first to assess whether such a reduction could work in a prehabilitative context prior to surgery. The results of this study will help inform the design of a definitive randomised controlled trial. Trial registration This trial is registered on Clinicaltrials.gov. Registration number: NCT03740412.     Application of digital PCR for public health-related water quality monitoring

    Digital polymerase chain reaction (dPCR) is emerging as a reliable platform for quantifying microorganisms in the field of water microbiology. This paper reviews the fundamental principles of dPCR and its application for health-related water microbiology. The relevant literature indicates increasing adoption of dPCR for measuring fecal indicator bacteria, microbial source tracking marker genes, and pathogens in various aquatic environments. The adoption of dPCR has accelerated recently due to increasing use for wastewater surveillance of Severe Acute Respiratory Coronavirus 2 (SARS-CoV-2) -the virus that causes Coronavirus Disease 2019 (COVID-19). The collective experience in the scientific literature indicates that well-optimized dPCR assays can quantify genetic material from microorganisms without the need for a calibration curve and often with superior analytical performance (i.e., greater sensitivity, precision, and reproducibility) than quantitative polymerase chain reaction (qPCR). Nonetheless, dPCR should not be viewed as a panacea for the fundamental uncertainties and limitations associated with measuring microorganisms in water microbiology. With dPCR platforms, the sample analysis cost and processing time are typically greater than qPCR. However, if improved analytical performance (i.e., sensitivity and accuracy) is critical, dPCR can be an alternative option for quantifying microorganisms, including pathogens, in aquatic environments.Peer reviewe

    Underperforming policy networks : the biopesticides network in the United Kingdom

    Loosely integrated and incomplete policy networks have been neglected in the literature. They are important to consider in terms of understanding network underperformance. The effective delivery and formulation of policy requires networks that are not incomplete or underperforming. The biopesticides policy network in the United Kingdom is considered and its components identified with an emphasis on the lack of integration of retailers and environmental groups. The nature of the network constrains the actions of its agents and frustrates the achievement of policy goals. A study of this relatively immature policy network also allows for a focus on network formation. The state, via an external central government department, has been a key factor in the development of the network. Therefore, it is important to incorporate such factors more systematically into understandings of network formation. Feedback efforts from policy have increased interactions between productionist actors but the sphere of consumption remains insufficiently articulated

    Continuity or change in business representation in Britain? An assessment of the Heseltine initiatives of the 1990s

    Britain has a fragmented, overlapping, and underresourced system of business representation. Attempts at reform, however, have proved difficult and largely unsuccessful. A coherent and logical system is relevant, in terms of both an effective dialogue between government and business, and the promotion of competitiveness and productivity. Through interviews and archival evidence, I look at how government has attempted to reform business associations. The main focus is the Heseltine initiatives of the 1990s: I outline the various initiatives taken, reveal the extent to which policy represented continuity or change, and consider whether the initiatives were effective. I show that they had a degree of success but that they would have made greater impact if they had been sustained over a longer period of time. A consideration of the historical context, moreover, suggests there may be limits to the role of government intervention in business association reform

    Passive Sampling to Scale Wastewater Surveillance of Infectious Disease: Lessons Learned From COVID-19

    Much of what is known and theorized concerning passive sampling techniques has been developed considering chemical analytes. Yet, historically, biological analytes, such as Salmonella typhi, have been collected from wastewater via passive sampling with Moore swabs. In response to the COVID-19 pandemic, passive sampling is re-emerging as a promising technique to monitor SARS-CoV-2 RNA in wastewater. Method comparisons and disease surveillance using composite, grab, and passive sampling for SARS-CoV-2 RNA detection have found passive sampling with a variety of materials routinely produced qualitative results superior to grab samples and useful for sub-sewershed surveillance of COVID-19. Among individual studies, SARS-CoV-2 RNA concentrations derived from passive samplers demonstrated heterogeneous correlation with concentrations from paired composite samples ranging from weak (R2 = 0.27, 0.31) to moderate (R2 = 0.59) to strong (R2 = 0.76). Among passive sampler materials, electronegative membranes have shown great promise with linear uptake of SARS-CoV-2 RNA observed for exposure durations of 24 to 48 h and in several cases RNA positivity on par with composite samples. Continuing development of passive sampling methods for the surveillance of infectious diseases via diverse forms of fecal waste should focus on optimizing sampler materials for the efficient uptake and recovery of biological analytes, kit-free extraction, and resourceefficient testing methods capable of rapidly producing qualitative or quantitative data. With such refinements passive sampling could prove to be a fundamental tool for scaling wastewater surveillance of infectious disease, especially among the 1.8 billion persons living in low-resource settings served by non-traditional wastewater collection infrastructure

    Modelling clinical narrative as computable knowledge: The NICE computable implementation guidance project

    Introduction: Translating narrative clinical guidelines to computable knowledge is a long‐standing challenge that has seen a diverse range of approaches. The UK National Institute for Health and Care Excellence (NICE) Content Advisory Board (CAB) aims ultimately to (1) guide clinical decision support and other software developers to increase traceability, fidelity and consistency in supporting clinical use of NICE recommendations, (2) guide local practice audit and intervention to reduce unwarranted variation, (3) provide feedback to NICE on how future recommendations should be developed. Objectives: The first phase of work was to explore a range of technical approaches to transition NICE toward the production of natively digital content. Methods: Following an initial ‘collaborathon’ in November 2022, the NICE Computable Implementation Guidance project (NCIG) was established. We held a series of workstream calls approximately fortnightly, focusing on (1) user stories and trigger events, (2) information model and definitions, (3) horizon‐scanning and output format. A second collaborathon was held in March 2023 to consolidate progress across the workstreams and agree residual actions to complete. Results: While we initially focussed on technical implementation standards, we decided that an intermediate logical model was a more achievable first step in the journey from narrative to fully computable representation. NCIG adopted the WHO Digital Adaptation Kit (DAK) as a technology‐agnostic method to model user scenarios, personae, processes and workflow, core data elements and decision‐support logic. Further work will address indicators, such as prescribing compliance, and implementation in document templates for primary care patient record systems. Conclusions: The project has shown that the WHO DAK, with some modification, is a promising approach to build technology‐neutral logical specifications of NICE recommendations. Implementation of concurrent computable modelling by multidisciplinary teams during guideline development poses methodological and cultural questions that are complex but tractable given suitable will and leadership
